     Charters a state association of endowment care trustees.

     Dissolves the state cemetery board.

     Establishes a six-member board of governors to manage the affairs of the association.

     Designates requirements for the operation of endowment care cemeteries.

     Repeals provisions of chapter 68.05 RCW.
