(DIGEST AS ENACTED)

     Provides that decisions pertaining to applications to site personal wireless service facilities are not subject to the requirements of the environment policy in RCW 43.21C.030(2)(c), if designated requirements are met.

     Exempts equipment shelters from building envelope insulation requirements.

     Provides exemptions from disabilities act requirements for equipment shelters which are not staffed.

     Requires the department to conduct a survey of scientific literature regarding the possible health or behavioral effects of human exposure to non-ionizing electromagnetic radiation when funds are available.

     Requires personal wireless services to provide random test results on power density analysis showing radio frequency levels before and after development of the antennas.
