(DIGEST AS ENACTED)

     Authorizes the department of transportation to manage and control a rail transportation corridor and to enter into agreements for the purpose of reinstituting rail service over state-owned former railroad rights of way.

     Provides that the act shall expire if a franchise agreement is not reached by July 1, 1999.

     Declares that eleven million five hundred thousand dollars will be available for deposit into the cross-state trail account for acquisition of a replacement trail.
