     Establishes procedures for the filing of a certificate of merit by an attorney in an action for damages arising from health care.

     Provides for the waiver of physician-patient privileges.

     Declares inappropriate the practice of establishing a trust for a minor or incompetent from an award or settlement of a personal injury claim that has the effect of making the minor eligible for public assistance when the minor otherwise would not be eligible for such assistance.

     Provides that the request for mediation of a dispute related to damages for injury occurring as a result of health care shall toll the statute of limitations provided in RCW 4.16.350 for a six month period.
