     Creates the Puget Sound action team.

     Directs the governor to appoint a chair for the team.

     Directs the action team to prepare a Puget Sound work plan each biennium.

     Prescribes additional duties of the team, which is composed of ten agency directors, a representative from the cities, and a representative from the counties.

     Establishes the Puget Sound council and specifies the duties of the council.

     Ensures implementation and coordination of the Puget Sound ambient monitoring program.

     Directs local governments to implement local elements of the work plan subject to the availability of appropriate funds.

     Solicits public comments on the plans.

     Transfers the powers, duties, and functions of the Puget Sound water quality authority to the action team.

     Repeals RCW 90.70.065, 90.70.075, 90.70.090, and 90.70.100.

     Makes appropriations to carry out the purposes of the act.
