HB 2909 - DIGEST

 

                (SUBSTITUTED FOR - SEE 2ND SUB)

 

     Directs the center for the improvement of student learning, or its designee, to develop and implement a process for identifying programs that have been proven to be effective using scientifically valid research in teaching elementary students to read.

     Provides that the initial identification of effective reading programs shall be completed and a list of the identified programs prepared by December 15, 1996.

     Directs the legislative budget committee to evaluate the effectiveness of the identification process and its effect on improving reading instruction, and report to the appropriate committees of the legislature by December 1, 1999.

     Requires that, after effective reading programs have been identified, the prepared list and any future changes shall be reviewed and approved by the house of representatives and senate education committees.

     Makes appropriations to carry out the purposes of the act.
