Provides that, if the daily gross receipts of all parimutuel machines are more than two hundred fifty thousand dollars, the licensee shall withhold and pay to the commission two and three-tenths percent of the daily gross receipts.
Provides that, if the daily gross receipts of all parimutuel machines are two hundred fifty thousand dollars or less, the licensee shall withhold and pay to the commission eight-tenths of one percent of the daily gross receipts.
Allows certain licensees to retain and not pay to the commission those sums until January 1, 2001.
Declares that chapter 82.04 RCW shall not apply to any person in respect to the business of raising, breeding, training, or selling thoroughbred race horses to any person in respect to the business of conducting race meets for the conduct of which a license must be secured from the horse racing commission, nor to any amounts received as purses for thoroughbred races.
Provides that the tax levied by RCW 82.08.020 shall not apply to sales of feed sold for thoroughbred race horses.
Provides that the provisions of chapter 81.12 RCW shall not apply in respect to the use of feed for thoroughbred race horses.
