     Revises the time limits on public assistance.

     Revises provisions relating to requiring mandatory participation in the job opportunities and basic skills program.

     Designates procedures for the enforcement of child support orders.

     Creates the diversion-from-welfare program with two pilot projects.

     Designates programs to prevent teen pregnancy.

     Provides for employment and training programs.

     Implements an employment transition program requiring work in community service.

     Makes appropriations to carry out the purposes of the act.
