(DIGEST AS ENACTED)

     Makes technical revisions to existing statutes governing specialized forest product permits.

     Establishes recordkeeping requirements for purchasers of specialized forest product permits.

     Establishes procedures for the validation of the permits.

     Encourages cooperative efforts to assist minority groups to participate in the specialized forest products industry.

     Repeals RCW 76.48.092.
