(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs each city, town, and county to share the administrative costs of operating the disability board based upon its pro rata share of total membership in LEOFF plan I.

     Requires cities with a population of ten thousand or more to establish a disability board.
