     Revises RCW 29.81A.020 to delete the requirement that a unit of local government be located entirely with the county for publication of a voter's pamphlet.

     Allows the pamphlet to include either the full text or a ballot title and explanatory statement.

     Prohibits the explanatory statement from creating prejudice for or against the measure.
