     Reenacts and reaffirms the provisions of chapter 301, Laws of 1994 as relating to county financial functions.

     Limits the scope of the title of the bill.

     Provides that acts of municipal officers before the effective date of the act which were consistent with chapter 301, Laws of 1994 are ratified and confirmed.
