SB 5130 - DIGEST

     Authorizes the transfer to the outdoor recreation account such of the moneys in the marine fuel tax refund account that are not required for payment of refund claims or costs.

     Amends RCW 46.09.170 and 46.10.170 to remove the base tax rate in effect January 1, 1990.
