     Encourages the development of cooperative groups and regional fisheries enhancement groups to improve the populations of anadromous fish.

     Designates the responsibilities of the departments of fish and wildlife, natural resources, transportation, and ecology in supporting and cooperating with local fishery enhancement groups.
