     Encourages the establishment of victim-offender mediation programs.

     Requires the programs to comply with the statutes regulating dispute resolution centers.

     Requires the mediators to have specific training in mediations between crime victims and offenders.

     Encourages the use of mediation programs, if the victims and offenders voluntarily agree.

     Affirms the authority of sentencing courts to order offenders to comply with the terms of restitution agreements with victims.
