(SUBSTITUTED FOR - SEE 2ND SUB)

     Provides that the park land trust revolving fund is to be utilized by the department of natural resources for the exclusive purpose of acquiring real property as a replacement for the property transferred to the state parks and recreation commission in order to maintain the land base of the affected trusts.

     Creates the parks renewal and stewardship account for deposit of park fees to be utilized for park operations, maintenance, and improvements.

     Repeals RCW 43.51.280.
