(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates the program to provide a means for citizens to support efforts to protect Puget Sound.

     Authorizes a fee for the license plates which shall not exceed thirty-five dollars.

     Provides for issuance of the plates after July 1, 1996.
