(DIGEST AS ENACTED)

     Initiates a program to provide the public health system with the necessary capacity to improve the health outcomes of the population of the state and establishing the methodology by which improvement in the health outcomes and delivery of public health activities will be assessed.

     Authorizes the counties to appoint persons other than elected members to the board of health.

     Authorizes the creation of a health district consisting of one county.

     Revises the distribution formula of the public health services account.

     Repeals s 244, c 492, Laws of 1993, s 255, c 492, Laws of 1993, and s 256, c 492, Laws of 1993.
