(SUBSTITUTED FOR - SEE 2ND SUB)

     Creates an ombudsman office in the office of administrative hearings to represent the interests of private property owners in proceedings involving governmental action.

     Provides a list of permissive activities for the ombudsman and a list of mandatory duties for the ombudsman.

     Authorizes a one dollar surcharge on each transaction filed with the county auditor under RCW 36.22.170.

     Expires July 1, 2000.
