(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Requires recipients of a conditional scholarship to render service as a teacher in an approved education program in the state, including approved private schools.

     Defines the "approved education program."

     Extends the period for granting the scholarships from June 30, 1995, to June 30, 2002.
