SB 5293 - DIGEST

     Provides that financing contracts entered into after June 30, 1999, for the acquisition of real property on behalf of the state board for community and technical colleges and the state institutions for higher education shall be included in the computation of indebtedness under RCW 39.42.060 and Article VIII, section 1 of the state Constitution.

     Provides that financing contracts entered into after June 30, 1995, for the acquisition of real property on behalf of all other agencies, departments, and instrumentalities of the state shall be included in the computation of indebtedness under RCW 39.42.060 and Article VIII, section 1 of the state Constitution.
