     Declares an intention that annual changes in tuition rates be based on the average per capita income in the state.

     Declares a policy that general tax support for public postsecondary instruction also change in accordance with the forecast of the state's average per capita income.

     Repeals RCW 28B.15.070 and 28B.15.076.
