(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Declares that all persons convicted of misdemeanors and gross misdemeanors shall be the financial responsibility of the city that charged the person.

     Declares that all persons convicted of felonies are the financial responsibility of the county.

     Takes effect July 1, 1996.
