     Provides a traffic infraction, beginning January 1, 1996, for persons under nineteen years of age for operating a bicycle without a helmet, for transporting a person on a bicycle who is not wearing a helmet, for renting a bicycle to anyone unless the renter has a helmet, or for selling a helmet that does not meet minimum standards.

     Does not require a report of the infraction on the driving record.

     Provides alternatives to a traffic infraction for persons under the age of twelve.
