     Expands the previous program for timber impact areas to a program for rural natural resources impact areas.

     Directs the task force to undertake a study to determine whether additional communities and industries are impacted, or likely to be impacted by salmon preservation and recovery efforts.

     Extends the period for payment of benefits to displaced workers and for the award of low-interest or interest-free loans for construction of public works facilities from July 1, 1995, to July 1, 1997.

     Designates the criteria for designation as a rural natural resources impact area.

     Repeals RCW 43.31.661 and 43.31.631.

     Terminates the program on June 30, 1997.
