(DIGEST AS ENACTED)

     Authorizes the basic health plan to include chemical dependency, mental health, and organ transplant services.

     Authorizes the use of co-payments, deductibles, and other enrollee cost sharing.

     Provides that no one must participate if they have a conscience or religious objection.

     Repeals RCW 70.47.065.
