     Provides for the establishment of competitive specifications for the purchase of school buses.

     Designates procedures for the implementation of the process.

     Provides for the reimbursement of school districts and educational service districts for school bus purchases based on the lowest price quote received in each category established.

     Requires a report by December 15, 1996, on the savings achieved through the new procedures.
