(SUBSTITUTED FOR - SEE 2ND SUB)

     Revises the procedures for alternative residential placements for at-risk youth.

     Establishes hearing procedures for restoration of the youth to his or her parents.

     Makes an appropriation of one hundred fifty thousand dollars to carry out the purposes of the act.

     Designates school district responsibilities for dropout rates.

     Revises truancy statutes.

     Provides that the act shall be null and void if appropriations are not approved.
