     Establishes a mandatory alcohol server training program.

     Requires all alcohol servers to have issued to them a class 12 or class 13 permit.

     Establishes procedures for the issuance and revocation of the licenses.

     Provides for the establishment of training programs.

     Designates penalties for violations of the act.
