(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Authorizes the legislative authority of a county to establish the office of county ombudsperson.

     Provides for election of the ombudsperson, who must be an attorney and non-partisan.

     Designates the types of proceedings an ombudsperson may participate in.

     Prohibits actions in criminal proceedings, traffic infractions, or matters pending before a court.

     Authorizes contiguous counties to establish a joint ombudsperson office.

     Requires priority to be given to property rights issues.
