     Authorizes the legislative authority of a county to establish the office of county ombudsman.

     Designates the types of proceedings an ombudsman may participate in.

     Prohibits actions in criminal proceedings, traffic infractions, or matters pending before a court.

     Authorizes contiguous counties to establish a joint ombudsman office.
