     Directs a utility operated by a political subdivision of the state to provide the owner or closing agent of real property which is being sold with an estimated final billing.

     Declares that a utility shall lose the right to collect outstanding utility charges from a purchaser if it fails to provide the billing.

     Establishes procedures for a lien on the property for utility services.

     Takes effect June 1, 1996.
