     Provides that an employee may donate sick leave and personal holidays to another employee only when the donating member retains a minimum of four hundred eighty hours of sick leave.

     Prohibits an employee from transferring more than six days in a twelve-month period.

     Pertains to a member or relative with a terminal illness.
