     Provides that, beginning July 1, 1996, a fee of five cents on each quart of motor oil sold in the state at the retail level shall be assessed from the manufacturer.

     Authorizes deductions to be awarded to oil manufacturers that meet the conditions for collection of motor oil.

     Creates the used oil recycling account.
