     Encourages the program to contain a written substance abuse policy statement in order to qualify for a premium discount for workers' compensation insurance.

     Provides a five percent premium discount to employers who implement a drug-free workplace program.

     Designates the required elements of the drug-free workplace program to qualify for the discount.

     Terminates the program on January 1, 2001.

     Establishes standards for substance abuse testing.

     Provides for the establishment of employee assistance programs to enhance job performances which are declining due to unresolved problems.

     Declares that rehabilitation of employees shall be a primary focus of an employee assistance program.

     Requires annual education programs on substance abuse.

     Specifies confidentiality standards for the program.
