     Declares an intent to assist foreign nations in their economic development initiatives to build long-term, mutually beneficial trade relationships.

     Allows the office to contract out its services to the private sector.

     Establishes an advisory committee.

     Makes an appropriation of two hundred thousand dollars to carry out the purposes of the act.
