SB 5573 - DIGEST

     Requires all participants in the job opportunities and basic skills training program to sign a written three-year employment development contract of mutual responsibility with the department.

     Requires participation in the job opportunities and basic skills training program to be eligible for benefits.

     Directs the department to contract at least fifty percent of the job training activities with private nonprofit community action agencies.

     Establishes a pilot program to be known as the Washington full employment act.

     Establishes the full employment act advisory council and an implementation board.

     Creates the full employment act special fund.

     Specifies auditing and reporting requirements.
