     Prohibits the use of force or bribery to deter a voter or to attempt to influence the voter.

     Authorizes local agencies to enact provisions for the regulation of fair campaign practices for local elections.

     Revises provisions relating to voters' and candidates' pamphlets.

     Revises provisions regulating the mailing of newsletters.
