     Declares that a general, streamlined permit processing system would result in diminished reliance on single-family residence wells and more widespread use of group water systems.

     Finds that water conservation efforts would be greatly enhanced by a permit system that encourages water right applicants to use only the amount of water actually necessary to meet their needs.

     Does not authorize the impairment of any existing water right.
