     Provides for independent, regular performance audits of state government.

     Creates an audit committee.

     Consolidates the legislative budget and the legislative evaluation and accountability program committees and creates a joint committee on performance audits.

     Requires zero-based reviews of agencies.

     Creates the performance audit revolving fund.

     Repeals provisions of chapters 44.28 and 44.48 RCW.
