     Calls for a program to provide pollution liability insurance for heating oil tanks that provides needed coverage and aggregate limits, and protects the state from unwanted or unanticipated liability for accidental release claims.

     Limits the coverage to sixty thousand dollars per occurrence.

     Creates the heating oil pollution liability trust account.

     Imposes a pollution liability insurance fee on all heating oil purchased within the state.
