SB 5716 - DIGEST

     Provides an effective and adequate means of settling disputes between school district employers and employees.

     Provides that, if an agreement has not been reached following a reasonable period of negotiations and mediation, an interest arbitration panel shall be created.

     Provides for a resolution of the dispute by a court if one party refuses to participate before the interest arbitration panel.
