     Revises the time requirement for submission of a redistricting plan to the legislature.

     Authorizes an executive session to consider the specific boundaries of proposed redistricting plans if the plans have been made public and testimony has already been given.

     Requires final actions on the plan to be taken in a meeting open to the public.
