     Provides that the existence and measure of all existing and future rights to withdraw waters of the state shall be determined based upon the beneficial use of water.

     Specifies water rights for instream purposes.

     Declares a policy to facilitate water transfers through the provision of information on water transfers and the timely processing of water transfer applications.
