     Makes the definition of "wetlands" the same for purposes of the shoreline management act and the growth management act.

     Requires the development of a manual for the delineation of wetlands which is consistent with manuals established by the federal agencies.

     Revises hearing and appeals procedures for the environmental hearings office and growth management hearings boards.

     Revises the approved uses of special assessments imposed in a local improvement district.

     Repeals RCW 43.21B.140 and 43.21B.150.
