SB 5779 - DIGEST

     Provides for the issuance of special "animal population control license plates."

     Requires a fee of thirty dollars to be deposited in the animal population control account.

     Provides for low-cost spaying and neutering services to eligible owners of dogs and cats.

     Establishes civil penalties for violations of the act.

     Requires a report on the operation of the program.
