SB 5803 - DIGEST

     Requires all health care payers to disclose to their enrollees the qualifications and training of the types of practitioners who provide services under their plans.

     Prohibits interference with physician performance by a supervising entity.

     Provides for the adoption of rules establishing the appropriate number of practitioners under contract with a health care plan to meet the needs of the enrollees.

     Establishes a certification process for managed care plans and utilization review programs.
