     Specifies the elements of the crime of theft of subscription television services, a gross misdemeanor offense.

     Specifies the elements of the crimes of unlawful sale of subscription television services, theft of telecommunications services, unlawful manufacture of a telecommunication device, and unlawful sale of a telecommunication device, class C felony offenses.

     Authorizes civil penalties for violation of the act.
