     Provides for the funding and inclusion of bicycle and pedestrian facilities in transportation projects.

     Authorizes bicycle and pedestrian facilities to be sited away from arterials and highways.

     Requires a finding that no reasonable alternative to construction such as access management or transportation system management is feasible.

     Repeals RCW 47.26.084.
