     Makes revisions to chapter 41.06 RCW, state civil service law.

     Calls for a review of all rules governing the classification of positions in civil service.

     Allows the purchase of services performed by classified employees by contracts with private organizations.

     Abolishes the personnel appeals board and transfers its powers, duties, and personnel to the personnel resources board.

     Provides for collective bargaining reform.

     Authorizes the assistance of an impartial third party to mediate negotiations in case of an impasse between the parties.

     Enumerates unfair labor practices.

     Transfers power, duties, and functions of DOP pertaining to collective bargaining to the public employment relations commission.

     Repeals inconsistent provisions.
